EVN RMCS Solar Grid Integration Device
Under Decision 378/QD-EVN and the legal framework of Decree 58/2025/ND-CP, grid-connected rooftop solar power systems must be integrated into the remote monitoring system.
Challenges facing your business
-
Unconnected to RMCS – Ineligible for Grid Operation
Remote monitoring and control connection is not an optional feature: it is a mandatory technical requirement for solar power systems to receive grid connection and operation approval under Decision 378/QD-EVN.
Systems lacking standard-compliant connection devices or failing to transmit required data points and protocols will stall during final acceptance testing—leaving completed solar generation investments unable to generate commercial value.
-
Multi-Vendor Inverters with Fragmented Data Formats
Commercial solar installations frequently utilize inverters from multiple manufacturers—including both central and string inverters—communicating via Modbus TCP/IP with proprietary data structures. Conversely, EVN's Remote Monitoring and Control System (RMCS) mandates standardized data transmission using IEC 60870-5-104.
Without a reliable protocol translation layer, data is either untransmittable or formatted incorrectly, while utility dispatch commands cannot reach the inverters. Investors find themselves caught between inverter suppliers and utility mandates, with neither offering an end-to-end resolution.
-
Connection Delays Directly Impair Project Cash Flow
Every week a system sits idle awaiting connection results in zero power generation while depreciation and capital costs persist. For MWp-scale installations, cumulative financial losses accrue rapidly.
Attempting piecemeal integration with non-dedicated hardware incurs hidden expenses: multiple revision cycles to meet utility requirements, re-mobilizing contractors, and data loss risks during network interruptions that create reporting gaps for EVN.

Our approach
-
1
Accurately Reading Complete Data Across Multi-Vendor Devices
Hino Gateway 378 connects directly to multi-vendor central and string inverters as well as metering ports to collect the full spectrum of required data: device models, operational status, instantaneous parameters, and active power control signals. All solar power system data is consolidated into a single on-site device.
-
2
Protocol Conversion & Data Transmission to RMCS
Data is converted from Modbus TCP/IP to the IEC 60870-5-104 standard and transmitted to EVN's RMCS via Ethernet, Wi-Fi, or 4G/5G, depending on facility infrastructure.
During network outages, local data buffering stores information and automatically retransmits upon connection recovery, ensuring uninterrupted reporting to EVN. All transmitted data is encrypted using security protocols such as SSL/TLS and VPN.
-
3
Closed-Loop Control with Utility Dispatch Systems
RMCS integration involves more than one-way telemetry: Hino Gateway 378 receives power control dispatch commands from EVN's system and executes them directly across target inverters.
Solar systems operate in full alignment with utility dispatching—a critical condition for maintaining long-term, stable grid connection. Hino engineers collaborate directly with project owners and power companies during configuration and commissioning until connection is fully verified.

Field-Proven Products Across Real-World Projects
Hino Gateway 378 is developed by Hino Systech Vietnam—a 100% Japanese-owned company inheriting over 70 years of engineering experience from Hino Systech Group in Japan (founded in 1950) and over 10 years of operation in Vietnam with more than 20 engineers trained directly in Japan.
Unlike makeshift multi-purpose hardware assemblies, this solution is purpose-engineered specifically for RMCS integration under Decision 378/QD-EVN: data registries, communication protocols, and control mechanisms are built from the ground up around utility mandates.
-
15+ Systems Successfully Connected to RMCS
The solution's capability is validated by a strong track record of energized installations: Vikohasan Ha Nam (3,200 kWp), Finetek Ha Nam (1.6 MWp), TMVN Ninh Binh (1,375 kWp—connected via Ninh Binh Power Company, successfully transmitting data to the EVN NPCIT system and executing dispatch commands), alongside multiple installations ranging from 450 to 1,600 kWp across Ha Nam, Ninh Binh, Nam Dinh, Thai Binh, Hung Yen, Bac Giang, and Long An.
Each project presents a unique combination of inverters and transmission infrastructure—and Hino's connection workflow has proven repeatable across this diverse technical landscape.
-
Rapid Connection, Operational Peace of Mind, Long-Term Data Utility
Immediate value lies in timeline execution: dedicated hardware and proven workflows accelerate the transition from installation to operational approval—allowing power generation assets to create commercial value sooner.
Long-term value resides in operational excellence: continuous inverter telemetry enables early detection of performance degradation, buffering mechanisms safeguard historical data integrity, and the same generation dataset powers internal monitoring and corporate clean energy reporting—delivering multi-layered returns on a single investment.
